Dr. Troy L. Miller, M.D., FACEP brings a rare combination of medical expertise and tactical experience to the personal defense and law enforcement training community. He is retired from a 30-year career in emergency medicine, where he served as an Emergency Physician and Medical Director, and from a 20-year career in law enforcement, nearly ten of which were spent as a Tactical Medic with both the Tyler Police Department and the Smith County SWAT teams in Texas.

Dr. Miller is certified in Tactical EMS through the Counter Narcotics and Tactical Operations Medical Support (CONTOMS) program and has long integrated his medical background into tactical environments. His deep commitment to training is reflected in a wide range of instructor certifications, including Tactical Anatomy Shooting with X-Ray Vision Instructor and Rangemaster certifications in Defensive Shotgun and Basic, Advanced, Master, and Professional Pistolcraft. He has also served as a faculty evaluator for several Texas-based law enforcement and emergency medical courses, further bridging the gap between pre-hospital care and tactical application.

A former Texas Peace Officer with active LEOSA credentials, Dr. Miller is uniquely positioned to speak from experience in both clinical and operational settings. In May 2024, he was honored to serve as a guest instructor for Dr. James Williams, helping train and certify a new generation of Tactical Anatomy instructors—a role that highlights his expertise and continued dedication to the field.

As one of five featured instructors at this summit, Dr. Miller offers a well-rounded and highly informed perspective on the intersection of trauma care, defensive tactics, and precision marksmanship. Despite his extensive background, he remains a lifelong student and regularly trains with many of the industry’s leading instructors to maintain the highest level of readiness and relevance.
